Brett,
Attached is the pdf of the final lot line configuration with the topographic information and tree locations turned on. We have sent the AutoCAD file to Sarah Zeeman on multiple occasions. There is a simple reason for topographic information being shown. The DeKalb County GIS checklist requires topographic and tree information. The requirement is stupid - "consider the source". The way that I have dealt with the requirement is to show topographic information along with the tree locations on the existing conditions sheet with a note at the bottom of the sheet that this sheet is immediately superseded with the recording of the subsequent sheet. The topographic information is still in the AutoCAD file - the layers with the topographic and tree information are simply turned off. No other metro counties require topographic and tree information to be included in a lot re-configuration plat review. The City of Brookhaven does not require it; however, if you want the tax map changed in DeKalb County you must do what they ask - no matter how stupid.
