Conducting Court Remotely:
To ensure that court functions are continued, the Court is exercising its
authority to conduct remote judicial proceedings using teleconferencing platforms such as Zoom as a
preferred alternative to in-person proceedings.
Any party or a member of the public who objects to the
remote proceeding shall notify the Court immediately, and the Court shall sustain or overrule such objection prior to conducting the proceeding.
To ensure the public’s right of access, the Zoom proceeding can be viewed in Courtroom 7B and/or 5B of the
DeKalb County Courthouse and/or via YouTube.
Details for specific calendars can be found at the Court’s
website. Matters that are required to be heard in chambers or ex parte will not be viewable. USCR 22 applies and no one can record court proceedings without permission.
“Record” means to
electronically or mechanically store, access, or transmit sounds or images, including by photographing, making an audio or video recording, or broadcasting. Learn Zoom BEFORE the Court proceeding:
You do not need a Zoom account to participate.
Go to
www.zoom.com, press “Join Meeting” at the top of the screen, and type in the meeting id number with the passcode. The Zoom session will then start, though you will be in a waiting room until the proceeding formally convenes. In some cases, you may need to download the Zoom application.
First, you should thoroughly familiarize yourself the Zoom software.
Tutorials are available on Zoom’s
website, including a quick start guide for new users. Second, you should conduct a test meeting to check the computer, audio, video, and internet connection. microphone.

The Court will not conduct the proceeding without being able to see and hear all participants.
Whatever equipment you use, test it in the same location and under the same conditions that you expect for the court proceeding.
Third, during the test meeting, ensure appropriate location, background, and lighting
conditions for sufficient camera visibility.
Choose a quiet, well-lit location without people, activity, or
distractions. Check the background for anything distracting or unprofessional. Light sources must be in front
of rather than behind you. Joining a Court Proceeding: The Court will send the Zoom invitation via email to all counsel and to any selfrepresented litigant, and it is your responsibility to provide the login information to their respective clients and witnesses. Failure to log on will be deemed to be a waiver of their presence for the proceeding.
When court officially convenes, Zoom displays your information in the lower corner of the video frame. To edit this, click on “Participants,” select yourself from the list, and then enter your name and title, i.e., “Jane Doe — Plaintiff’s Atty,” “John Smith — Plaintiff,” “Bob White — Witness,” etc.

Courtroom Decorum: Court proceedings handled via Zoom will adhere to customary courtroom decorum. Prompt attendance and proper attire and grooming are required.
Eating is not allowed, and this includes
candy and gum.
You may sit or stand during the court proceeding but you may not walk around or be in a moving vehicle, even if driving or riding while using hands-free technology.
Make sure your head and shoulders are
visible on camera. Position yourself near the center of the frame, leaving some room in the frame above your head.
The video camera should be as level with your eyes as possible, so that you are looking
straight ahead at the camera. Be mindful of your mannerisms. The Court will mute all parties until it is their turn to speak. If you are muted and wish to speak, raise your hand. The Court will eject any disruptive party from the Zoom session. Misconduct may result in contempt
of court. Court Reporter: FOR CIVIL PROCEEDINGS, THERE WILL BE NO COURT REPORTER AVAILABLE. If you wish for a civil case to be reported, you must retain your own court reporter. The proceeding will not be delayed or
continued due to the failure to retain a court reporter.
The parties shall confer and decide before trial
whether they will share in the takedown. A Zoom recording cannot be used as an official record. USCR 22(K).
