Mrs. Zeeman,
I have sent your email below to IT to see if they have something else for us. We'll get back to you.
Thank you,

Ms. Bryant,
Thank you very much for the update and for the time and care spent reviewing the emails identified by IT. I truly appreciate your continued assistance with this request.
To help clarify how I would like to proceed, I wanted to briefly restate the original scope and intent of PRR-726-2025. The request seeks communications concerning or relating to the properties at 2740 and 2746 Grove Street NE, Brookhaven, Georgia, and was not intended to be limited only to instances where the full street addresses appear verbatim within an email.
In my experience, communications related to these properties often reference associated individuals, firms, projects, or legal matters rather than the full street address itself. With that in mind, the request contemplates records involving, by way of example, communications with or referencing:
Todd Shoemaker (todd@toddshoemaker.com)
Brett Ledermeier (bledermeier@mmatllaw.com)
Jeremy Berry (jberry@cglawfirm.com), City Attorney — including communications involving the City’s legal counsel acting on behalf of the City, regardless of email domain used
Frank and Al Gaddy (frank@gaddysurveydesign.com; al@gaddysurveydesign.com)
For clarity, the absence of a full street address within an email should not, on its own, be treated as determinative of responsiveness where the context of the communication reasonably relates to the Grove Street properties, including matters such as survey work, permitting, development review, drainage, legal issues, or related municipal actions.
Additionally, and as part of the original request, PRR-726-2025 includes responsive records originating from or maintained by Community Development, including communications, applications, reviews, staff notes, and supporting materials related to variances, zoning, permitting, development review, and any associated approvals or denials concerning the Grove Street properties. As with email records, these materials may reference the properties contextually rather than by full street address.
With this clarification, I am very open to working collaboratively with you to refine or supplement the search terms in a way that captures responsive records efficiently and avoids unnecessary review time. If a modified or additional search is recommended, I would appreciate receiving a revised written estimate in advance so I can thoughtfully evaluate next steps.
Thank you again for your continued help. I sincerely appreciate your assistance in ensuring the request is fulfilled consistent with GORA.
Warm regards,
Sarah Zeeman

Mrs. Zeeman,
I have spent eight hours reviewing all of the emails provided by IT. Of the nearly 1,000 emails, about 350 pages included references to the “Gaddy” email addresses. After reviewing those pages, there were no results related to the specific addresses at 2740 Grove Street NE, Brookhaven, GA 30319, or 2746 Grove Street NE, Brookhaven, GA 30319.
Please let me know how you would like to proceed. Would you like us to conduct an additional search, or is it possible the emails may have originated from different email address(es)? Let me know how you would like to move forward with this request.
Thank you,
Sandra Bryant
