Are you not coming to the property as you stated on phone?
The entire lawn has been continuously watered and fertilized by a hired lawn care company and they advised us the lawn none growth issue was from the leftover asphalt in area from the city.
Could you please advise how the country would normally and appropriately dispose of this type of asphalt that is left in the right of way? I do not know OSHA and health standards for it's disposal and am unaware of how this can be resolved in a safe manner.

The corner which is in public right-of-way was grassed and strawed as required per the contract with the contractor. Below is a photo post-construction.
Unfortunately, it looks as though that corner wasn’t watered or maintained after completion of the Stormwater drainage project on Osborne Rd.
The area shown in the photo below is regulated as outlined in the City of Brookhaven Right-of-Way Maintenance Policy – which can be found at https://www.brookhavenga.gov/publicworks/page/right-way-maintenance-policy. Specifically refer to the paragraph titled Duty to maintain landscaping in public right-of-way.
If you want to plant shrubs or trees on that corner, feel free to do so as long as the branches don’t interfere with sight distance (stop sign and visual for traffic) and roots won’t interfere with the storm drain itself. Also note that we may have to enter that area again at some time in order to provide maintenance for the storm drain.
Below is from August 17, 2017 email:
It looks like Blount Construction had to remove the holly bush and crepe myrtle in order to tie in the new catch basin (storm drain line). Unfortunately, all of the items which were removed are in the right-of-way (see attached GIS). I would say from experience that the holly bush was planted by one of the previous homeowners at your address – although it was planted in the right-of-way.

Work Order 4038 was created to clear debris from Right of Way. The concrete curb will be replaced per Work Order 4039.

Steven Strickland came in person to the property in mid-October 17 and met with us and discussed the tree/shrub replacements he was going to locate for us.
The curb was worked on, and as you can see by today's picture the asphalt debris still remains and grass is unable to grow on asphalt.
