Good afternoon, Sarah

Writing to update you on the progress with the Grove St Service request.   I will provide some of our findings in the numbered bullets, then go into additional actions the City will undertake moving forward in the lettered bullets.


  1.  We did camera the storm drain installed along Osborne street adjacent to your property.    From the CCTV footage of the storm drain pipe:   There is no indication that there is an active leak in the pipe where soil is migrating into the closed storm drain that would result in subsidence or sinkholes.   This is good news.


  1.  Two of three sinkholes most recently reported have been identified as issues due with the recent google fiber installation or utility locating associated with that effort (google will do small excavations to confirm the presence and depth of utilities, prior to installing their conduit).    The third sinkhole may be the result of a physical utility locate of the storm drain, but we can’t 100% confirm that.


  1.  The area south of your driveway where there has been some subsidence of the ground surface – this subsidence is typical of and most likely due to initial settlement of the soil backfill used during the construction.   This is common and is more of an aesthetic concern than indicative of structural issues.   That being said we will address some of these issues as part of our continued investigation.


  1.  Along the front of your lot, there is erosion where soil material has been washed away at the back of the curb.  This is due the runoff from the uphill properties as well as lack of vegetation which will stabilize the soils.



  1.  There are issues with vegetation (grass) establishing in the area where we did the previous storm drain work.


There is no indication of leaks with the City’s storm drain system or that runoff from the City’s right-of-way is resulting in structural or geotechnical issues on adjacent properties.   However, we will undertake additional measures to improve the right-of-way area and confirm the findings of the CCTV investigation.


  1.  We will excavate the pipe trench adjacent to your lot to inspect the previous repair and confirm the findings of the CCTV investigation by visually assessing the exterior of the pipe.  We will then backfill this area with a more suitable soil.  We will oversee this backfilling and ensure it is compacted in a manner and effort to limit the potential of the initial settlement I mention in point 3 above.



  1.  We will do a chemical soil test to evaluate if amendments need to be added to and tilled into the soil (typically lime or fertilizer) to make the soil more supportive of turf grass establishment.    Once we ensure this we will sod the area with a turf grass variety suited to the sun/shade and saturations conditions at that location.   We will sod the area behind the curb to bring it level.


We are working with our on-call contractor to get a cost for these items and a schedule.   I will follow up with you once I have that information.

Lastly, as we discussed there are areas on your lot where water from the uphill neighbors tends to pond.   I will provide limited recommendations on actions you can take to help mitigate this, which may help potential issues to the foundation of your structure.    I will do this in a follow up email.
