Good afternoon Ms. Zeeman,

Public Works staff visited the property immediately after the service request was submitted, as we take these complaints seriously. While the property owner was pressure washing his house with bleach, we observed no evidence of bleach reaching the street or the storm drain. Cleaning with bleach is legal as long as it does not enter the storm drain, which would constitute an illicit discharge violation. This was explained to the property owner and his contractors for informational purposes, and they were receptive. Accordingly, no citation was issued. Typically, we provide warnings prior to issuing citations unless there is clear disregard for environmental regulations.
