Good morning, Sarah.

I hope all is well and wishing you a happy holiday Season.

Regarding the storm drain investigation:

As mentioned in my email on July 29.   We do intend to further investigate the storm drain next to your property at the location highlighted below.   We had previously CCTV'd this pipe - the results of which did not identify any active pathway for soil migration.    The follow up investigation will be done to confirm the results of the CCTV investigation and to potentially mitigate aesthetic issues related to the soil that was previously used as backfill.     As all investigations to date indicate that this is a cosmetic concern with landscaping in the right-of-way, it is not a priority project.    Consequently, it was not scheduled under the 2025 Stormwater Utility Fund.

In January 2026, the City will develop a list of stormwater projects to be funded through the stormwater utility or bond money.   This will be included on that list.   Once that list is developed, I will provide an update.   I follow up with additional updates as project schedules become clearer.

Hi Sean,

I hope you’re doing well. Thank you in advance for your attention to the ongoing stormwater infrastructure issues at the corner of Osborne Road & Grove Street.

I’m writing to follow up in writing on Public Works Ticket #4800069, as well as the related stormwater pipe and storm drain issues that have been identified in the right-of-way adjacent to my property. As of next week, this ticket will have been open for approximately one year, and the stormwater pipe and drains have not yet been repaired.

As background, it was communicated to me last year that repairs to the stormwater pipe and drain were being deferred because an investigation or evaluation of the stormwater system adjacent to my property, and that this review needed to occur before corrective work could proceed. Since that time, I have not received any findings or conclusions from that review, and the stormwater infrastructure at this location continues to fail.

Given the length of time this issue has remained unresolved — and the fact that the stormwater pipe and drain at this location have experienced repeated failures over a number of years, including recurring sinkholes and right-of-way subsidence — I was hoping you could help clarify the following:

  1.  What investigation, evaluation, or review was performed regarding the stormwater pipe and storm drain at this location;

  2.  Whether that review has been completed, and if so, what the determination was;

  3.  Why the stormwater pipe and drain repairs have remained deferred for nearly a year, despite the ongoing nature of the failures; and

  4.  What is the current plan and anticipated timeline for repairing the stormwater pipe and drain and stabilizing the right-of-way so the issue does not continue to worsen.

My goal is simply to understand the status and next steps so the stormwater infrastructure can be properly addressed before additional damage occurs. I appreciate how busy Public Works is and am grateful for any clarity you can provide, or guidance on who is best positioned to move this forward.
