Ms. Zeeman, I was the one that went out there and observed the situation.  What I observed is not sinking but rather erosion.  Until such time your yard has grass growing on it this will continue.  The City made multiple attempts to assist with this but the area was not watered nor maintained as required.  As stated below, no further work will be performed on by the City.  You need to have the area redressed, seeded and strawed and then watered.

While there may be some minor settlement of the mulch that was spread in this area it is due to the lack of maintenance on the property.  The seed and straw that was originally placed in this area is non-existent and erosion was observed. Documentation shows there has been multiple attempts by the City to assist with this issue including the placement of the mulch, spreading of seed and the placement of wheat straw multiple times.  Until the property is maintained erosion of the yard will continue.  No further work will be performed by the City.  Further failure to maintain the property could lead to Code violations.
