Ms. Zeeman, a site visit was made today in regard to your emails below.  No subsidence or sinking was observed.  While there may be some minor settlement of the mulch that was spread in this area it is due to the lack of maintenance on the property.  The seed and straw that was originally placed in this area is non-existent and erosion was observed.  As per City policy it is the responsibility of the property owner to maintain their property as well as the right-of-way along the frontage of their property. Documentation shows there has been multiple attempts by the City to assist with this issue including the placement of the mulch, spreading of seed and the placement of wheat straw multiple times.  Until the property is maintained erosion of the yard will continue.  No further work will be performed by the City.  Further failure to maintain the property could lead to Code violations.

Per the instructions to notify Public Works of changes in the ROW: Increasing subsidence & sinking are occurring along Osborne Rd ROW 8/17/23.

The ROW on the corner of 2740 Grove Street and Osborne continues to sink, stay wet, and show subsidence around the entire area.

During the 2 separate excavations (May & June), Steve Osborn instructed me to notify Public Works if I see any settlement and water issues. Therefore, I’ve created ticket ID #3609204, which includes recent photos.

This has been going on since 2017; it is 6 years later.

Should I contact someone outside of the city to resolve this at this point?
