I checked ,and Code Enforcement has already addressed the finish side of the fence ,and found no violation.
I didn’t observe the protruding nails that you spoke about, but I will contact the fence owner and ask them to correct any protruding nails.
If You would like to send pictures of the nails or have me come and look again that would be fine.

Murray Nicol is the site inspector who observed the additional work not shown on the site plan, however, the site is subject to be inspected in the future by a different one of our inspectors at the City’s discretion. Any of our inspectors will inspect for conformance to the site plan as it has been approved at the time of the requested inspection.
The building inspectors are coordinated through the building department, so I don’t know which building inspector would be conducting the inspections for this permit.

The building final inspection is conducted by the building inspectors who inspect the structural aspects of permit, framing, electrical, plumbing, HVAC, etc. The site inspections focus on the land, the topography and the vegetation, and any exterior improvements not falling under the building inspections purview. There is required a building final as well as a site final to be passed before a certificate of occupancy can be issued and the permit closed.
