Can someone help me understand what is happening and why we are at this
point?

It is well known the ROW has had continuous problems for years, and as a
result of this ticket, the COB dug up the ROW-Sinkhole and buried it with
topsoil/hay.
The ticket was closed on May 19.

Less than two weeks later, the problems continued, and the COB has been
re-excavating the ROW-Sinkhole that was just filled.
Ticket # 3337018 is listed as closed even though the 2nd round of
construction has been going on for the last week.

I appreciate any intel to help understand what is going on and why the
problems continue.
