Speaking strictly as a layperson when it comes to construction matters, my understanding is that yes, it could be a sign. If you are concerned about settling, I would suggest you contact an engineer or a property inspector. They would be able to say for certain and maybe tell you whether this is normal settling or if there is cause for concern.
